The ISIA Rules of Procedure
The rules of procedure regulate the management of the association.
I. The Executive Committee
§ 1 Management, Representation and Duties
- The Executive Committee will manage the ISIA. It is responsible for the implementation of the resolutions of the
Assembly of Delegates.
- The precidency is legaly and accountable responsible for the running of the ISIA. When the President absent or
when retiring prematurely the first Vice-President will substitute for him.
The President proposes the General Secretary, to the Executive Committee, for approval. The first Vice President
is be elected by the Executive Committee.
The President or his substitute will preside over meetings. Minutes of meetings of the Executive Committee must
be kept in English, French and German and have to be approved at the following meeting.
- The Treasurer is responsible for the ordinary budget. He collaborates with the General Secretary.
- The General Secretary will carry out the written work for the ISIA. He will keep the minutes of the Assemblies of
Delegates and the meetings of the Executive Committee. He will make a list of the members and of the voting
rights. He will manage in accord with the Treasurer the funds of the ISIA, the bills, keep receipts and draw up the
balance sheet for the Assemblies. He will take care of the letters concerning the ISIA. He will send the annual
stamps of the ISIA to the national ski instructors associations and is responsible for the collection of the
association´s subscriptions.
- The Advisors will have a seat and a right to vote on the Executive Committee. They may be entrusted with
special assignments.
The Auditors who are elected by the Executive Committee must account for the funds of the ISIA before each
Assembly of the Delegates and report to the Assembly and, should the necessity arise, ask for the discharge of the
Treasurer. The Auditors will be elected from the delegates of the associations which do not already have a
representative on the Executive Committee.
In the event of a premature retirement of an adviser the national association to which they belong will provide a
substitute until a fresh election can take place. In the case of a withdrawal of one of the three Vice Presidents the
Executive Committee will establish a substitute until the next election. In the event of the etirement of a member as
a result of the exclusion of an affiliated association, the Assembly of Delegates will appoint a substitute until the
next election.
The meetings of the Executive Committee will take place according to need. The date and the place will be chosen
by the President. A meeting of the Executive Committee must take place when more than three members of the
Presidium request it.
Members of the Executive Committee must be present at the assemblies.
§ 2 Passing of a Resolution
There is a quorum of the Executive Committee when all members have been formerly invited and at least five
members of the Executive Committee are present. The passing of a resolution takes place with a majority of more
than a half.
II. The Assembly of Delegates
§ 1 Administration of the Assembly
Responsibility for the organisation of the Assembly and its administration rests upon the President or his representatives.
§ 2 Passing of Resolutions and Right of Vote
The votes of the members in the Assembly of Delegates are bound to the number of ski instructors belonging to
their member association’s.
- up to 500 Ski Instructors 1 vote
- up to 1000 Ski Instructors 2 votes
- for each additional 1000 Ski Instructors 1 vote
The Assembly of Delegates are entitled to pass motions, when all members have been formerly invited.
The motions of the Assembly of Delegates will be decided by a majority of more than a half. Exceptions: Exclusion
§ 7 num. 2, the alteration of the by-laws § 16, liquidation § 17, enlargement of the agenda § 3 (rules of procedure).
In the event of a tie the motion will be considered as rejected.
§ 3 Convocation
The Executive Committee will decide on the place and date of the Assembly of the delegates. The General Secretary must
indicate the relevant details to the members at least three months in advance. Member's motions and proposals concerning the
Assembly of Delegates must reach the secretariat of the ISIA two months before the Assembly.
The Executive Committee will draw up an agenda for the Assembly which will be provided to the members, four
weeks before the Assembly of delegates, with the invitation. The agenda can be enlarged upon request providing
the Assembly so decides by a two third majority in favour of the request.
The order of the agenda can be changed with a motion. After the definitive agenda has been fixed, decisions can
be taken only upon subjects of the agenda.
§ 4 Permission to Speak and Order to Speak
Each delegate who wishes to address the Assembly of Delegates must apply to the President for permission to
do so. The later calls upon everyone according to the order of the requests. He must immediately grant permission
to speak where the rules of procedure are concerned or a correction needs to be made.
During the Assembly of Delegates, English, French, German (here in alphabetical order) will be the official
languages.
A request to close the debate upon any subject on the agenda will only be voted on after the list of the proposed
speakers has been outlined. A request to end the Assembly before every
§ 5 Election Procedure
- Before elections there has to be assigned an Election Committee with at least three members, which has the
task to determine an election organiser among its members, to control and count the votes and to establish and
publish the election result.
During the elections the Election Organiser has the rights and duties of a chairman.
- The vote proposals take place in a written form and the General Secretary must receive the proposals before the
beginning of the collection of votes. The proposal must specify the position for which the candidate is applying.
- Before the election, candidates must be asked whether they are willing to accept the position if elected. A person
who is absent can be elected, if the election organiser is in possession of a written declaration that the absent
person is willing to stand for the position.
- Each member designates before the Assembly takes place a delegate, who is authorised to vote.
- Fundamentally the elections must take place in a written form according to the following order:
- President
- 3 Vice presidents: Europe, America, Pacific Area
- Treasurer
- 4 Advisors
- 2 Auditors of the funds
The mandate of the Executive Committee will last for four years.
- Only one delegate from each nation may become a member of the Executive Committee.
- In the event there is only one proposal for a function, the election can take place through acclamation, if there is
no disagreement.
§ 6 Minutes of the Assemblies
The minutes of the Assemblies of the delegates will be kept in English, French and German. They must contain:
Date, place, number of people present and number of the people who are entitled to vote, and in case of elections
the vote count.
Subjects of the motions are to be kept according to the order of discussion, motions are to be kept literally and
voting results numerically. Beyond this the essential contents of the running of the Assembly are to be minuted.
III. Subscription Rules
§ 1
The funds of the ISIA will come from subscriptions of the affiliated associations and from donations and
cooperation subscriptions.
§ 2
Every member is to pay, unrequested, an annual subscription for each and every ski instructor who is qualified at
the highest level within the member association. The amount of subscription is determined by the Assembly of
Delegates and at present is:
- Up to 500 ski instructors, a basic amount of SFR. 750.
- beyond this it is SFR 1,50 for each additional instructor.
The target date for paying the subscription is the 1st October for the following business year. Subscriptions have to
be remitted to the ISIA account.
§ 3
The level of subscription will be set so that the ISIA may fulfil its administrative duties and the aims, which have
been decided by the Assembly of Delegates.
The ISIA is only liable for its funds. The member associations are not committed to compensate eventual debts.
Such national ski instructors associations that have delayed paying their subscription will receive the stamps only
when the arrears and outstanding subscriptions have been paid.
§ 4
If a member association does not pay its subscription it shall lose its voting right until the arrears have been
cleared. In the event of a two year delay in paying the subscription, the Assembly of Delegates may exclude such a
member who is in arrears.
